A commandment may be issued by a faction in a province, if the faction controls all settlements in the province. Commandments provide powerful bonuses, and may be issued from the province info panel.
When issued, a commandment won’t apply its effects until the turn is ended. Only one commandment may be active in a province at a time. Issuing a second commandment will cancel the first.
Each race has a unique set of commandments, with a few exceptions:
- Horde factions such as Beastmen (and Warriors of Chaos in the first two games) don't control provinces, so they don't use commandments.
- In WH1 and WH2 Norsca lacks commandments, even though they can control provinces in the Norscan peninsula.
- Wood Elves lack commandments due to their settlement system.

For the Undivided Warriors of Chaos factions only the Foster Cults commandment differs for The Decadent Host. The god-aligned Warriors of Chaos factions all have their own Foster Cults effect, they share parts of the fourth commandment with their respective monogod counterpart, and some have different effects for the Exploit Vassals commandment.
Note: if your vassal owns some settlements in a province, that still counts as you owning it, for the purposes of commandments.
