Cross-game content or Cross-game DLC is new content released for a new game (eg: Total War: Warhammer II) which re-uses some content from previous games.

Grom the Paunch/Broken Axe are Greenskins. Greenskins were originally introduced in Total War: Warhammer. Does this mean I need to own Warhammer 1 to play as Grom in Warhammer 2?

No. You don't need to own any prior games, or prior game DLC, to play as Grom. You just need to own Total War: Warhammer II and the paid DLC The Warden and the Paunch.

Since Grom the Paunch/Broken Axe are Greenskins, they should be playable in the first game, right?

No. The Warden and the Paunch is a new DLC for a new game. It doesn't apply back to the first game. Grom and his faction aren't playable in the first game.

Will Grom be playable in the upcoming Total War: Warhammer III?

We don't know yet for sure, but most likely yes. However it will probably require owning Total War: Warhammer II and The Warden and the Paunch in addition to Total War: Warhammer III.
